They may use different automation levels, equipment, format ranges, output definitions, integration boundaries, site work, acceptance evidence and lifecycle scope. Normalise the requirement before interpreting the total.

Is the lowest equipment price the lowest project cost?

Not necessarily. Add integration, site work, change parts, testing, training, spares, operating labour, waste, maintenance and risk retained by the customer before comparing whole-project routes.

Can a budget be prepared before the final layout?

An early budget can use controlled assumptions and ranges, but it should identify the decisions that could materially change scope. A firm proposal needs enough layout and interface evidence to define responsibility.
